As North Korea dispatches thousands of troops to support Russia’s efforts in Ukraine, international attention has intensified on Pyongyang’s military strength and its implications. The Korean People’s Army (KPA) boasts one of the world’s largest standing militaries, with an estimated 1.3 million active personnel and additional reserves bringing potential force numbers to over 7 million. This deployment to Russia’s Kursk region, where Ukrainian forces have seized territory, could mean that North Korean soldiers soon see direct combat.

North Korea’s military strategy combines conventional forces with advanced asymmetric tactics, including ballistic missile capabilities, cyber warfare, and special operations. The KPA’s navy, while outdated with 70 submarines and Soviet-era vessels, recently unveiled new nuclear underwater drones and a missile submarine, signalling a push toward modernization. Similarly, North Korea’s air force has over 400 fighter jets and 80 bombers, though many are Soviet-made and may not be fully operational.

Kim Jong Un’s regime also devotes a significant portion of its GDP to military expenditures, with defence consistently accounting for 20-30% of annual spending. This prioritization of defence has equipped North Korea with chemical and biological weapon capabilities as well as cyber forces of roughly 6,800 personnel, who contribute to North Korea’s expanding cyber-warfare tactics.

The presence of North Korean troops in Russia underscores a broader geopolitical shift, as Russia and North Korea forge stronger ties in defiance of Western pressure. NATO Secretary General Mark Rutte, backed by Pentagon assessments, warns that this move could intensify hostilities in Ukraine. In response, Ukrainian President Volodymyr Zelensky has called on Western allies for increased support, framing North Korea’s participation as a direct threat not only to Ukraine but also to regional stability in Asia.

This growing alliance between Moscow and Pyongyang has alarmed global leaders. As North Korean forces potentially take on combat roles in Ukraine, there are fears that North Korea’s substantial troop numbers and unconventional capabilities could prolong the conflict, posing a direct challenge to Western-backed forces and reshaping the strategic landscape.
